See again referring their best commentary on these proceedings to the instructions contained in Lord Stanley's Despatch of 30 January 1844 copied in my former letter, I have only to add the Instructions issued under date December 15th 1843 by Sir Henry Pottinger to the Committee appointed by him to investigate claims to lands which contain the following clause:-
2. "When persons have either bought from, or had transferred to them by the original purchaser or grantee, under proper authority, any lands, and have subsequent to such purchase or transfer laid out money are, by orders of Her Majesty's Government, to be entitled to the most liberal consideration." In consequence of these Instructions the Committee in a variety of cases recommended that grants should be confirmed though not one dollar had been expended on the grounds at a date 12 months after these proceedings occurred - Indeed it will be seen that they did so in suburban lot N.15, on which I had expended nothing whatever, on the ground of Mr. Webster having built on all other lots in the Town? – And I may mention I have laid out upwards of 25,000 dollars in buildings and
